Mislatel was declared by National Telecommunications Commission (NTC) as the official third telco in the country. The Confirmation Order (Resolution) declaring Mislatel as the New Major Player was issued on November 19, 2018, 12 days after the bid documents were opened.

According to the NTC, the Mislatel consortium, comprised of Udenna Corporation, Chelsea Holdings, and China Telecom, passed the Document Verification Phase conducted by the NMP Selection Committee that merited them for the final confirmation from the NTC En Banc.

The resolution was signed by NTC Commissioner Gamaliel Cordoba, Deputy Commissioners Edgardo Cabarios, and Delilah Deles, and Oversight Committee chair Eliseo Rio Jr.

Mislatel (Mindanao Islamic Telephone Company Inc.) was the only qualified bidder and only third telco aspirant to submit complete requirements which secured them the provisional 3rd telco rights on Nov. 7, 2018. Sear Telecom—the consortium of TierOne Communications International and Chavit Singson-led LCS Group of Companies—was disqualified for not having the Php700-million Participation Security. While, Philippine Telegraph & Telephone Corp. (PT&T) was also disqualified, for not submitting a Certificate of Technical Capability.

Mislatel Committed Speed


Mislatel consortium promised to provide 27 Mbps of minimum average broadband speed on its first year and 55 Mbps on the next four years, bringing fast internet speed close to that in Singapore. The new major player has also devoted to achieve 84.01% nationwide coverage before the end of its five-year commitment period.

Service Roll Out Plan


China Telecom, one of Mislatel's parter, and DICT signed a joint letter of intent on Nov. 20 for a feasibility study in using the government's cable landing stations and connect it to the China Telecom's international submarine cable. The international submarine broadband infrastructure will connect the country to Hong Kong and the United States which offer cheaper rates. The facility uses optical fiber (fiber optics) technology to carry signal and digital data including telephone and internet traffic by way of a submarine cable stretching across the oceans.

Department of Information and Communications Technology acting Secretary Eliseo Rio said the facility would also be available to other telcos.

Mislatel Consortium said it would spend around P250 billion in infrastructure and service rollout during the five-year period.

The NTC has given Mislatel 90 days or 3 months to send the required documents including organizational structure, roll out plan, and 24 billion performance security bond.

The consortium stands to lose P24 billion and the allocated frequencies if it fails to fulfill its commitments, DICT acting Secretary Eliseo Rio had said.

"For our rollout, that will depend on who will be our partners... Ang uunahin namin po is 'yung mobile services if we are able to partner for example the tower sharing or magpa-partner kami sa local broadband companies," Mislatel spokesperson Atty. Adel Tamano said.

Partnership with Other Telcos


The DICT expects Mislatel to deliver on its commitments through establishing partnerships with small players.

"One of the best ways Mislatel can comply with its commitments is to use all existing facilities and services of the other small players. The NMP will spur business for small telcos and last mile links like CATV operators," according to Rio.

Mislatel Consortium is also open for possible partnerships with other telecommunications companies, including Globe Telecom and PLDT-Smart, and other small players and telcos.

"We invite the other telco companies even Globe and Smart to work with us. If they work with us even bidders who lost like PT&T or those who did not to decide to bid like Converge kung papagamit nila yung ibang telecom facilities nila sa amin and we can use their backbone, which we can use the towers of Globe and Smart, mas maaga nating ma-rollout mas maaga tayo magkakaroon ng telco services. (We invite the other telco companies even Globe and Smart to work with us. If they work with us even bidders who lost like PT&T or those who did not to decide to bid like Converge if they shared their other telecom facilities to use and we can use their backbone, which we can use the towers of Globe and Smart, we will be able to rollout earlier. We will be able to experience telco services at a shorter time)," Mislatel spokesperson Atty. Adel Tamano said in a radio interview.

Mislatel 5G Technology Plan


The consortium is planning to rollout 5G technology in the country within two years of its operations. "We are eyeing to rollout 5G technology within 2 years. 5G is the future of telecommunications," according to Tamano.
